The Envelope sets the limits of the owner's discretion. Within these limits the owner tunes the boundary below; each such change is a Governance Judgment Record. Changing anything in this panel amends the Envelope and requires higher authority than the boundary owner holds.
This step produces a Governance Judgment Record: evidence of the human judgment that sets the boundary below, exercised within the Governing Envelope above. The owner tunes the floor and the operating ceiling inside the Envelope's limits. That is a decision inside the Envelope, not a change to the Envelope itself.

Completeness depends on reconciliation. A failed evaluation creates a work item, but no Judgment Record exists until the human submits one, so a missing record is itself the finding. Guard reconciles Judgment Records against source-system routing events to identify referred cases that never produced a completed human decision.
Guard identifies patterns for human assessment. It does not mechanically determine whether an individual decision was correct or whether an organization is JA-conformant.
